Position Objectives
The Community Services Director provides department leadership, vision and strategic direction, directs the development, planning, management, coordination, delivery and evaluation of social service, economic support, employment training and the veterans' programs that are vital to the quality of life of county residents. The Community Services Director is responsible for ensuring these programs are in compliance with applicable federal and state laws and regulation.The duties and responsibilities of this job are performed with significant latitude for independent judgment in accordance with Department and County policies, Federal, State and Local regulations and are based on detailed knowledge of Department operations.
Duties and Responsibilities

- Demonstrates expertise in community assessment, planning and evaluations techniques;
- Demonstrates knowledge of the principles and practices of public relations; the community resources available for utilization in department programs; Demonstrates ability to manage human, financial and informational resources;
- Demonstrates ability to foster the development and evolution of a compelling vision that allows for a clear strategy and direction that supports Washington County's position as a leader in government; and
- Demonstrates a working knowledge of county labor agreements.
DUTIES & RESPONSIBILITIES
Provide leadership and vision in the development, delivery and evaluation of Community Services programs, policies and services by performing the following:
- Develop departmental goals and objectives in cooperation with advisory committees, advocacy organizations, community stakeholders and department staff;
- Coordinate the development of required state and federal plans to address local human service needs;
- Interpret rules, regulations and policies pertinent to the department's programs;
- Direct appropriate compliance action as necessary;
- Write departmental procedures and policies in addition to those mandated by state or federal governments;
- Direct the development of performance measures;
- Monitor outcomes of division programs;
- Coordinate departmental services with other departments and organizations to ensure efficient, effective and collaborative service delivery;
- Direct the negotiation, execution, implementation and evaluation of purchase of service agreements;
- Inform stakeholders of department programs and collaborate with them in program development and delivery;
- Act as a liaison between Washington County, the State of Minnesota and other counties;
- Serve on various committees to interpret rule and program changes;
- Coordinate the development, adoption and communication of legislative priorities; and;
- Work with lobbyist to coordinate legislative communication, information gathering, and testimony at the legislature.
- Serve as Media Contact.
Minimum Requirements
MINIMUM QUALIFICATIONS: Master's degree in Administration or Behavioral Sciences plus eight years of experience, including five years in an administrative capacity; or an equivalent combination of training and experience.
- Experience as a leader with the development of a compelling vision along with clear strategy and direction to implement it
- Experience using influence, negotiation and technical skills to implement change initiatives with various levels of management and staff
- Experience developing short, medium and long range plans, and assessing and prioritizing projects and policies
- Experience working with elected officials, advisory boards, administrators, executive leadership teams and other stakeholders
- Experience developing an annual budget to assure organizational outcomes
MANAGE DEPARTMENT STAFF:
- Direct subordinate managers and staff
- Interview and make staff recommendations;
- Set management goals and objectives;
- Motivate and coach employees;
- Guide staff through changes in laws, processes, services or programs;
- Respond to grievances, discipline, termination or special issues; and
- Conduct performance reviews.
- Prepare and administer department budget:
- Direct the preparation and administration of the annual departmental budget and fiscal activity reporting processes;
- Assess existing and anticipated service, equipment and staffing needs;
- Project funding levels;
- Realign budget with program changes;
- Negotiate with vendors and manage contracts as needed;
- Provide estimation of costs and monitor actual spending; and
- Approve expenditures.
- Perform other duties as assigned.
Benefits
SALARY: $121,711.00 - $166,742.00 Annually
HOURS / DAYS: 8:00 a.m. to 4:30 p.m., Monday through Friday with additional hours as needed. Work schedules (hours and days) and location are subject to change based on department needs.
SALARY NOTE: Salary range shown above is for 2016 and is subject to the current 2016 MN Salary Cap of $165,333 per MN State Statute 43A.17.
Work performed is sedentary in nature, and typically performed within the Government Center or a satellite office. Equipment used may include, but is not limited to, computer, calculator, telephone, and copy and fax machine.
Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required. May involve exposure to environmental conditions.
