Position Objectives

Outagamie County in east-central Wisconsin is the sixth largest county in the state. Outagamie County consists of 26 different departments that provide services such as paving and maintaining roads, recycling refuse, policing roads, prosecuting and incarcerating criminals, facilitating air travel, protecting children, supporting veterans, ensuring food safety, and providing long-term care for the elderly and disabled.

Duties and Responsibilities

  • Analyzes and recommends changes to user processes and procedures for efficiency; tests programs and provides necessary feedback.
  • Maintains data and secure access to department-wide systems.
  • Coordinates installation, implementation and training of staff on software packages.
  • Manages the Health and Human Services portion of the County’s IT plan on an annual basis.
  • Develops, revises and maintains reports, procedure manuals, documentation and training material.
  • Trains new and existing staff on department hardware, software, and technology applications.
  • Other duties as assigned

Minimum Requirements

  • Associate degree in computer related field and 3-5 years of experience providing systems analysis and report writing functions.
  • OR any equivalent combination of education and experience which provides the necessary knowledge, skills, and abilities to lead a large department that utilizes extensive technology in its daily operations.
  • Exceptional written and oral communication skills.
  • Train users on applications in formal and informal settings.
  • Communicate to and listen to end users.
  • Convey complex technical information in a manner understandable to all level of end-users.
  • Strong leadership skills and the ability to motivate fellow team members.
